The author of this book, Sergey S.Shishkov, earned recognition with his first book "Orders and Medals of the USSR. Total Numbers. Variants", which came out of print in 2000.

The hereditary serviceman, who gave nearly 30 years of his life to the Russian Pacific Fleet, Sergey Shishkov is an associate member of the Vladivostok and Dnepropetrovsk Phaleristics Societies. The history of the Russian awarding practice has been his specialization for more than a quarter of the century.

The presented book is a sequel to his previous writings on phaleristics.
